1, Actually gen 3 and below are still active, not because of California, but because of the Republican party. They stifle all innovation in the market that improve efficiency and cleaner emissions. If the government wouldn't put such extreme regulations on improving things and getting everything certified up the ass by the FDA/FCC/FTC etc things would be better. Even the EPA has stated they would love to see gen 4 and 5 reactors running thorium in the USA. It just won't happen till barriers are removed.
2. Eventually nuclear needs to be phased out. It pollutes pretty badly, but at least advances in how the technology is used reduces it. Even some scientist, forget who, invented mini-nuclear reactors that give like 100MWs of power each and can be ran in parallel to increase output. Meaning putting a small cluster of them together will power a large corporate building or a community of homes. Cost is if I remember like 10,000 euros, meaning the are cheap, but the development was in a foreign nation that supports advancements in energy technologies rather than hinders them.

4. Florida is in debt of $5.6 billion. While not the highest in the nation, it's still bad.
