These lists only account for exclusive or console-exclusive software. A lot of the PS2's top sellers are multiplatform games, most prominently yearly EA titles like FIFA, Madden and Need for Speed.

The PS2 is amazing really. 

When you look at the exclusives, it only had 25 games sell over 2 Million units.

When you look at every game, it had 115 games sell over 2 Million units.

It has more 2 Million sellers than the Wii has 1 Million sellers. That's amazing.
