That's not the majority, that's 3 games. Out of the three western releases you mentioned plus Fire Emblem, Advance Wars, Eternal Blue, etc... You actually have a majority of small Nintendo titles making it over here. Also, two of those three games you mentioned probably are coming to Europe, they just haven't been announced yet. Someone mentioned that Fatal Frame 4 is too buggy, which would make a very good argument not to release the game over here.
So, in fact, it is nearly all titles that make it over; and only one title we know won't be coming.
