Only if they need to. I've read it's still possible to access PSN with 3.55, so yeah no need to update/make a new CFW UNLESS Sony makes their new games require 3.60 and hackers cannot patch the eboot to 3.55.

I think something similar happened with GT5, though I'm not quite sure about that.
