No just Red Steel used Unreal 2.5, Red Steel 2 used LyN Engine aka the engine used for Rabbids Go Home/Turtles in Time a few months before Red Steel 2.  Also suspected to be used in Beyond Good and Evil 2.

Basically it's showing the engine scales very well much like the Half Life 2 engine, but I'm starting to get away from the original topic here.  The series doesn't use the Unreal Engine but rather just the original.
