Nope. Once the ESRB was in place (and similar industry ratings boards were created in other markets), Nintendo became the most lenient of the hardware manufacturers. The GC version of BMX XXX is actually the version with the least amount of censorship for example. To give you an idea of what things were like back then, here's an old interview with Enix of America back around when DQVII was getting ready to release.

Interesting I've read that Sega was much more friendly toward mature content which was further emphasized by sege does what Nintendon't campaign.
