Executive oversight, mainly. The other egregious assumption from those opposed to Other M was that Sakamoto was a loose cannon doing whatever the hell he pleased, which is so far outside the pale for someone like that. Doubtlessly they were his proposals for his perfect Metroid game, but someone higher up at Nintendo thought it was a good idea, and given Other M's results, they're going to mandate change
