It works both ways. The PS4 could cure cancer and some people would complain that anti-smoking campaigners were out of work.
OT: NGP. It will probably have shorter development cycles, and will in any case just be an upgraded, reskinned and control-method-adjusted version of GT5. The new stuff will be reserved for GT6, which may or may not be a PS3 title.
