No, I think that shift of Nintendo focus from DS software to Wii software is one cause ( although it seem that software sales are stable not in decline , only 1% 
).
Another factor IMO is that PS2 software ( and hardware ) is diying while Wii software ( and hardware ) is increasing , this transition of system leadership "hurt" the software sale on home-console side.
