Yeah, pretty much this
Also, some games from Nintendo DO have some acheivements (Wii Sports Resort, Monster Hunter Tri) but these are actually things that test the quality of the player, not just "fire 1,000,000 bullets" or "complete Chapter 7"
Seriously, most acheivements are just in the story for completing missions...
