Because the 3D can already be turned off, a 3D--less 3DS is irrelevant.

As a cost reduction factor, there are many componenets that can reduce in cost over the lifetime of the console.  The 3D screen is just 1 of many.

More to the point, Nintendo doesn't seem to be pricing the 3DS as a direct relation to the cost of the system so their market strategy on price (not worying about being as cheap as possible) isn't a big factor at all.  

And because they have no intention of removing the DSi from the market, it will serve as the lower priced market unit just as the GBA did for the DS for several years.
