Actually, I don't think it means much at all, since:
- It isn't that useful for homebrew
- Playing pirated games still means special hardware that has everything needed to launch games built into it
The DS is already pretty much open so things aren't going to change much on the DS front. It doesn't get firmware updates and there's no network to ban you from so neither of those are a worry like they are with the PS3 and 360. I don't think there's even a significant danger of bricking your DS.
