I've never preordered online, maybe you don't need to pay for that...because it's an online system that has a larger stock of games. In a brick and mortar store, you need to make a downpayment because sometimes software is limited and demand is high. It makes sense, and I guess it makes sense that you don't have to, since demand isn't as high where you live. It's not like we're losing money though.
