The difference in development time will have little impact on the differences between these games. GT5 spent years doing who knows what (most likely creating models). Forza 4 can take all the HD models from Forza 3 and they only need to add the new cars and improve the already good physics. Now, if Forza 4 was starting from scratch I might buy into that argument. In the end years don't matter anyways, as man-years are a lot more important.
