1. Because Mario would look silly in a gun. Unless the weapons were things like ice flower or fire flower or hammer bros' hammers.
2. Because it is clear that Nintendo fans have limited interest in such things otherwise why the limited sales of the super amazing Metroid Prime? Yes I know it is an adventure game but it has tiny sales compared to Nintendo fans' adventure game of choice - Zelda.
