A) they don't count bundles, which Reach got a lot of

B) 4.5 is SA and Canada ect as well. We have Reach at about 4 mill ish.

Well they didn't count the Halo 3 bundles,   yeah it is long ago but their was also a special Halo 3 consolebundle:
