It could partly be undertracking. But, I suspect mostly it's people being more interested in playing with free demos and/or playing games that are patchable (Eye Pet, HR, RE5, Mag, and vearious PSN games). This goes especially for EU, as they already had Eye Pet release without Move. I bet a lot of Move sales come from owners of Eye Pet who wanted a better controller for it, besides the "magic" card.
