Sony has little control over DVD/Blu-ray region locking. That is determined by the DVD and Blu-Ray disc associations and Sony must comply with the decisions of those associations if they wish to liscense the technology for movie playback.
While Sony is in the Blu-Ray Disc Association I doubt they would even suggest removing region locking for movies because the movie studios themselves wouldn't want it. Also, if a movie studio doesn't want region locking they can easily set their disc to all regions allowing global playback.
