Final Fantasy 1 - 10 & 12? Kingdom Hearts? Star Ocean? Xenosaga? Xenogear? Folklore? Metal Gear? Genji? Yu-Gi-Oh? Parasite Eve?
hmm.. id say all these games plus quite a few I missed havbe character development.And good character development. Way better then Halo which needs the 4 books to tell the story (yes I read all of them =/).
