Well I'm not sure how much of an affect the US ad campaign had on the ratio since RoF had absolutely no advertising and had a similar ratio of PS3 to 360 sales: FF has 1.37 and RoF has 1.22

Then again based on RoF if FF was available on 360 in Japan it would sell about 400k which would still leave the PS3 ahead with a ratio of 2.5 in WW sales. 

This is all of course with the assumption that RoF and FFXIII have comparable sales which while they obviously aren't comparable in absolute number they have similar ratios in the regions that can be compared so I think they're comparable in that way.
