You also have to consider the fact that the 360 version had exclusive advertising in the West.

 

I can't recall ever seeing a FFXIII TV advert that showed the PS3 logo in it, only XBox360.

You also have to consider the fact that a xbox 360 version if released in japan would probably not do much over 300K (we'll find out soon since FFXIII international is a sure shot announcement for 360 at TGS)

So the 3:1 ratio will stay.
