No the article is saying that he said that, I was watching the conference live and he did not say 'just ipod touch'.

I don't remember any quotes that either iPod Touch or iOS "have sold more games than anyone else," but the assertion that Apple had over 50% of portable game player marketshare and the mentioned 1.5 billion games and entertainment downloads were specific to iPod Touch. No iPhones or iPads included.

He's pretty explicit that he's talking about just the iPod Touch here:
