At least in that movie, the empire was only planning to face a dozen or so rebels, relied heavily on giant walkers that didn't work well in forests, and were occupied by a big freaking space battle. In Avatar, at very least, they had the ships they came in at their disposal. Rocket ships are essentially missiles designed for transportation, so one modified ship could have wiped out the Navi and everything else for 10 miles.
