It's not actually his pulse, it's his breathing that affects his aim, as well as the adrenaline affecting the muscles in his arm. But they're all connected, so it's easy to mistake the source of the issue. This usually means that the person in question is just a teensy bit out of shape. This isn't an issue when you're using a mouse because you can rest your arm and wrist on the table, and use just your fingers and wrist to move the mouse. On top of this, you don't LIFT the mouse at all, you only slide it over the surface of the table, which means that basic friction of the mouse on the table is going to help steady the pointer location.
the reason why there are console FPS is because, as I've already stated, people don't like having to hover their fingers over teh numerous keys and have a chance of accidentally moving their hand a bit to the side and end up pressing totally random buttons. that's the reason I prefer the Wiimote nunchuck to Keyboard Mouse.
