Spike is a TV cable/satelite channel.  I don't even know if it has internet broadcasts.

E3 broadcasts in the past were on G4TV or on live streams via Gametrailers, IGN, or someone else.

If we aren't able to watch the MS conference live on the web, we're going to be very sad aren't we? :/
(we who don't have access to Spike TV)
