Sony's advertising is huge in EU.Not to mention now(this past year) that ps3 is more accessible because of it's price Europeans have no reason to get a 360 over ps3 since ps3 has games that appeal more to them.
PSP is doing good because of its piracy.It's sad but it's the truth.
