Personally, I think there's an overabundance of evolutionary items that only see one or two uses... I think they should make only one or two new evolutionary items and find more new uses for the ones that they already have, I mean, only 2 Pokemon evolve through the use of a Thunder Stone, and one of them has 6 other alternative evolutionary paths (and shame on you if you don't know which Pokemon I'm talking about; and if you don't know the other one, you're a Poke-idiot)...

On Topic: Yeah, Sinnoh's mainland was a wasteland for Fire-types, but I believe someone already explained why, which ironically enough is also the reason why Hoenn was the motherload of Fire-types both old and new (although only 3 new Fire-types emerged that generation, save for the Fire-type starter and its evolutionary tree)... But, in my opinion, the underabundance of Fire-type Pokemon is nothing new, as up to the 4th generation there's been only 21 Pokemon of the Fire-type, save for starters, and four of them are legendaries, a.k.a. banned from the Battle Frontier! That may seem like a lot, but considering that there have been 493 Pokemon as of the 4th generation, including legendaries and starters, that also means that Fire-types make up less than 7% of the total number of species in the Pokemon multiverse up to that point, which amounts to less than double the total percentage of legendary Pokemon (which is approximately 3.65% in case you needed to know)... Unfortunately, the numbers probably aren't going to get better, what with the historical focus being on Normal, Bug, Water, and Flying types, with only occasional nods to less common types, although the focus has shifted somewhat to include more Ghost- and Dragon-types... Very sad...
