It can be used, but it doesn't work right when we are talking about the sales of games. The sales of the consoles themselves is an entirely different debate.
When the 2 consoles have similar userbases the arguements don't really work that well. I gave a perfect example with Modern Warfare 2. In an area where both are equal in userbase, the sales of the game are also pretty much equal.
