That's not in the category of "how to read charts". That's in the category of "using your smartness to realize what they intended with the chart, but failed to show".

If they just wanted to show year end figures, a table would suffice (and give no wrong information), but "everyone likes pretty charts so let's make one!".

 

 

Just have a look at the * and the related foot note. Since my job revolves around doing "pretty graphs" as well, I know one thing: always look at the foot note.
