I think Nintendo's doing it right with the Minna no Susume Selection in Japan. Rereleases have to adhere to certain quality standards (keep out the shovelware, give advantage to higher quality) but those standards are set by the public themselves (via Nintendo Channel voting). It really is a smart system, and one I'd like to see them use in the west too.
