2D Halo... if it played like Contra, it could still sell, just not in the millions. It could still make a good spinoff franchise, just anyone expecting 5 million is not being realistic.
Now if they got Treasure to develop that game, even if it didn't sell that much, it would kick ass.
A flashy-first game is awesome when it comes out. A great-first game is awesome forever.
