Considering the dissapointing performance of the *no-longer* exclusive content, I would say no.

The content wasn't available at launch - the promise of it was, and that's what's being referred to.  At launch there was huge advertising around 360 recieving exclusive content... the fact it took I'd argue way to long to arrive which hurt the DLCs sales' is another matter.
