They should make games that people want to keep.
There is a reason why Halo 3 or Starcraft of Warcraft 3 are rarely seen on used game shelves. People keep those games. Hell, I have even bought multiple copies of Starcraft.
When making new games, all the publishers do are to focus on the wow-factor and the first playthrough. Such games that have no lasting appeal are sold because they don't entertain anymore. And I completely agree with that. If publishers don't want their games to be sold used, they should STFU and serve their customers better with games that last.
