well GCN level tech sounds about right it's about right the nvidia tegra that was rumered to be used shows about that level (well closer to XBox 1 but anyway) and it fits in with there trend in portable hardware NES>GBC SNES>GBA N64>DS Gamecube>DS2? but then again it sounds like the architecture may be closer to the Gamecube/Wii so it may not be a tegra powering it.
Personally I think we will see it by the end of this year anyway.
