As far as whether or not it is true, remember that most of the talk was that much of the game was being done with the parts that did not make SMG(1). That is probably the strongest argument against at this time.

Also, I'm sorry to say that the OP's reasons don't make all that much sense.  Why are people arguing if sonic can or can't swim anyway, it's obvious he can (original sonic games) and even if he couldn't, would it really matter enough to not put him in the game. 

Like I said: He can't swim in the original games. All he can do is spend a certain amount of time underwater. If there are no platforms for him to jump on, he will drown.

My point for this was that it doesn't really matter. 

If they want him to swim Sonic will swim!
