I don't see how this is that surprising. Wii Sports Resort hasn't gone gangbusters like MKWii, Wii Fit and NSMBWii, it's merely sold very well. You are comparing it to the game with the biggest opening ever, in the land of the FPS, it's a tall ask for any game.
