Well I particiated in the BETA and it barely features RPG elements.
You can buy better weapons or upgrade them and your car, but that's about it. You character also levels up, but I think these aren't enough aspects to call it an RPG.
Crackdown isn't an RPG either although it shares many gameplay mechanics with APB.
