an RPG to you means having a character where the only things you customize are their name and abilities. But you get to be in a role in the story. Which is what I assume you are trying to say. But the fact is, the story is a pre determined one. When you look back at what RPG video games are based on, D&D and of the like, Mass effect (and many other wrpg's) is more of an RPG than FF  and most JRPG's are, due to the customization and story options.

So what you are saying is, if a main character has been given a name and is fully voice acted... It is impossible to be an RPG?

The point still stands, you are wrong. FF13 is an RPG.

If you look at the RPG genre history, after Ultima there was a split between Western RPG and Japanese RPG philosophy due to the console market crash of the 80s. While Western developers focus more on pc, consoles were still thriving in Japan and Enix released Dragon Quest which became the father of the JRPG genre. 

To put it simply, classifying Final Fantasy XIII as a RPG is incorrect since it is actually a JRPG. It is the same for Mass Effect 2 since it is not just a RPG but a WRPG.

The term RPG is now too generic to classify two genres which now is nearly completely different from one another.

Yet both games are still in the RPG genre. Just, they can be put into sub-genre's if needed.
