Naughty Dog.
I don't think Guerilla and Incognito are close, and I don't like racing games, so I didn't consider Polyphony.
Santa Monica and Team ICO are extremely talented, and they've made excellent games. But Santa Monica is relatively new, and Team ICO takes FOREVER to make a game. Naughty Dog have consistently delivered in quality for a good 15 years, and they've made NINE games in that time. Team ICO, given that time, would make just 4 games. Excellent games, of course, but low quantity. Santa Monica and Team ICO have only made two games each, as well, where Naughty Dog has, again, made nine.
