I'm going to make up a completely ridiculous answer (which works) for that riddle. If it's right, LOL.

So the man was swimming and there was a noose on the ceiling (which was a foot above the water level). So, being an idiot, he put his head through. Then, somebody fired a rocket at the room, and the water started to leak out, and he was hanged.

And even if it's not the answer you intended, IT FITS ALL OF THE CRITERIA, SO IT'S RIGHT.
