14 million at its peak is quite possible, although it's going to be a bit tough. But 16 million...well, I won't rule out the possibility, but it'll be quite an accomplishment if it manages to reach that.

don't forget its bungie last game and its is the biggest battle in the halo universe + loads of spartans so if halo reach outsells halo 3 then 14m would be likely since the difference between each of the main halo games is 2m and halo 3 selling almost 3m more than halo 2 probably going to be 4m by the time reach is released so 11-12m for halo 3 add 2-4million that would be 12-15m
