I don't think so, currently it is pretty much Cloud, Sephiroth, Squall, Kefka and ummm Tidus, I guess maybe it is slight chance she can overtake Tidus.
Also NO she will not be more popular than cloud.
One of the main reasons is due to the fact that while you do have boarder audience you no longer have the loud "fanboys" of sony going crazy for this game and/or characters. It is one thing I noticed about diehard Cloud fans, they typically are sony loyal (sorry if anyone out there doesn't fit this discription).
Another reason is some fans have taken a liking to Noctis (this may or may not have to do with the fact of reason one)
(IN THIS CASE IT IS SONY...I bet someone will still pick on me saying that all consoles have fanboys)
Finally certain demographic like characters that are EMO and never smile....that is all.
