Yeah, he's an Evil One, but his stats seem to be vastly inflated. I tried them once, but they're not as good as they are in Lordly.
As to your reputation...you're approaching the point where you can recruit Norn/Rauny, and the High Knights are all coming up soon too. I'd think about liberating more towns and spending less time collecting tribute.

I'm pretty sure you're right that that's the cannon ending, but it's actually not the "best" ending. Getting all the gems and ending with a high alignment/reputation etc. nets you the Emperor ending instead.
