Well Sony Bend are the original developers and as of this gen they have released nothing but PSP and PS2 titles.

I can't seem to find any numbers on the head count at Sony Bend, but my bet is they're simply too small to develop a full fledged PS3 title.

That, or all this time they've been working on it while releasing other stuff.

I would say Sony Bend. They've only had a few small PSP projects for the last few years, and they were large enough to make console Syphon Filters back in the day (back when they were known as "Eidetic"). Not sure how many employees they have, though.

Looking at Sony's big developers, they're all busy with one thing or another...except, I suppose, Guerilla.

But I won't allow myself to hope for a Guerilla-developed Syphon Filter using the KZ2 engine, because while that would be incredible, it's highly unlikely.
