Not necessarily: in fact those two qualities are more related to disruption than Blue Ocean. Remember, Blue Ocean only means that you're creating new markets where none existed before (and where there's no competition yet!). Think of two classic Blue Ocean examples: Cirque du Soleil (sic) and the Model T. Neither of these is really any more "accessible" than what came before them, but by changing what the "value" was they were able to create new markets.
