In my opinion, it's better in all but one way. But it's also much more complex: if the original is like flying a jet, the sequel is like flying the space shuttle. That said, I would suggest playing the 64 version first, primarily because the more modern presentation makes it less arcane for new players (the original has lots of plot, characters, and game mechanics, but never explains any of them). Just ask someone who's played the game before to explain the more hidden features, and you'll be good.

Kasz pretty much summed it all up. The only thing I would add is that your story-related decisions don't seem to affect your Chaos Frame much, if at all, anymore.
