I believe the figure thrown around for MGS4 was $40 million. But back in the PS2 days, an MGS probably never ventured past $25m. The first MGS on the PS1 cost $8m to advertise.

Moder Warefare 2 costs $200 million, and I would be surprised if it would outsell GTA IV on the long run.

That was the marketing. The development cost was just 40-50. But that's still a hell of a lot compared to Mario Galaxy and Red Steel.
