there are so many possible reasons behind VC2 being developed for PSP

i don't think it has that much to do with the sale # of VC1

the success of VC animation made SEGA going after broader audience in Japan, and PSP is the better way to go at this moment

i also think SEGA wants to test the co-op mode for VC and they currently have more experience on PSP in that aspect
