SONY were using the XMB before the PSP released in TV's and the PSX [not the PS1] had it. I believe they were using it in other things as well like phones.
EDIT: Just looked it up. It was on the PSX first. Then PSP, followed by the Bravia line and WEGA tv's. I believe the PS3 was later on but I'm not sure if Cybershot camera's and Ericsson's had it before the PS3.
None the less, SCE didn't design the XMB solely for gaming platforms. So it wouldn't make much of a difference.
