It doesn't mean it's been in development for years just because it was shown a long time ago.
I think this game has been largely, if not completely finished for a long time. But they're trying to figure out the best strategy/opportunity to launch it properly.
I may be totally wrong on this, but for some reason I think they're not really working on it now.
